Rule one: You may not have instant-kill jutsu! I don't think I need to elaborate on this but I will anyway because there are stupid people out there. You may not make jutsu that will will your enemy instantly. Poison is ok, wounding is ok. INSTANT KILL IS NOT!

Rule Two: Anyone under the rank Chunnin MAY NOT have a poison jutsu. By this, I mean, if you are Genin rank or lower you cannot use a jutsu that uses poison.
